SAAB SCL 9-3 (2003–2011) Steering Lock Emulator Programming Instructions
The emulator can be programmed using one of the following methods:
Method 1
Read the ECM dump from the CIM module (93LC66 EEPROM).
Method 2
Read the Steering Column Lock (SCL) 24C04 EEPROM dump.
After reading the data, write it directly to the emulator.
Install the programmed emulator into the vehicle and start the engine.

LED Status Indicators
- Red LED – Steering Column Lock is LOCKED.
- Green LED – Steering Column Lock is UNLOCKED.
Whenever the SCL receives power, one of the LEDs indicates the current steering lock status.
Note
Repeated lock/unlock attempts while the vehicle is stationary may temporarily disable the steering lock. The function will automatically recover after the vehicle is driven above 20 km/h (12 mph).
